最先端の電子投票機がお披露目、ぶっつけ本番？で挑むフィリピン2010年選挙

日本でも地方レベルでは電子投票を行なっているところもあるようですが、トラブルがてんこ盛りでなかなか普及が進まないようです。そんな日本の現状を尻目に、フィリピンでは来年(2010年)５月の選挙でいきなり全国規模の電子投票が行なわれることに。

電子投票導入きっかけは、前回大統領選でのアロヨ大統領の不正疑惑に端を発していると思うんですが、銀行ATMさえもまともに動かない国でいきなり選挙で電子投票システムが機能するのか心配なところ。

フィリピンの場合、選挙といっても日本のように国と地方の選挙がバラバラに行なわれるわけではなくて、大統領から地方議会に至るまでぜーんぶ一緒に同じ日に行なわれるので、この電子投票システムがこけると国全体が麻痺してしまいそうでコワイです。

Here's a quick video guide to the first automated elections in the country.

PCOS or ﾋﾟｰｺｽ stands for Precinct Count Optical Scan. It is the machine placed in each ??? during the elections. And an election officer operates the PCOS machine using an electronic key. Once the machine is on, it will ask for the user name and password.

Before you can vote, an election officer needs to verify your identity. Once that's done, you'll be given a special ballot and a marker that you will use to shade all of the candidate's name.

Word of warning. Be careful one shading the ballot. Each sheet is entitled one ballot only. Make sure you get it right for a first time. So it's best to have a listed candidate's that you want, then  go over it carefully. Then share  ovals near the candidate name of choice.

The special ballot contains a list of all the name of the candidates from the President down to the local councilors. You can see an oval next each name. You only need shade these ovals. No need to write names.

Shade the oval completely by this we mean: the counting machine will not accept any other markings like a check and x and dot or incomplete shading. The machine will reject those markings and will not count it.

Word of Warning. Don't overvote! The machine will not count those votes. If you vote for two Presidents for example, your vote for that specific content will be rejected but not entire ballot.

For the positions for voter is allowed to choose more than one candidate, the voter can undervote. For example, if you choose to follow up the each lot(?) for the 12 senatorial spots and then your vote counted. So again, keep the list before you choose candidates. Use that guide when you vote on election day you don't want forget candidates on a election day.

When you're done voting, bring your ballot to a election officer for ask insert it into a PCOS machine. Remember you will be the one feeding the ballot into the machine and not the election officer. As this happens, the small screen on the machine will show the number of ballot fed or cast.

Once the election day's over, the election officer will print the election results using the machine's thermo printer. The election results will show the votes or cast. The copy of this can be given to poll watchdogs or other parties accredited by COMELEC.

The results are then electronically sent to the municipal or City Board Canvassers then the Presidential Board of Canvassers and the National Board Canvassers. At the same time, those same results are sent to a secure system and now allow COMELEC to publish advanced results on a secured public web site. Results are also sent to accredited third parties like the official citizens' arm and media umbrella organization.

  

アロヨ大統領の自宅発見！−パンパンガ州ルバオ

もちろんアロヨ大統領は現在、マラカニアン宮殿の主なわけですが、こちらが(←)地元パンパンガ州の自宅(というほどメインで使っている家でもなさそうですが)。

木造平屋建て。延床面積120坪(400?)で築100年超。場所はパンパンガ州ルバオ、ちょうどサン・オーガスティン教会の横、と記事にはあります。

ルバオの町は、マニラからスービック、オロンガポあるいはバタアン半島方面に向かう場合、ちょうどその中間点という感じでしょうか。

アロヨ大統領の家は、インクワイアラーの写真を見る限り、屋根瓦といいい塀の上に少し覗く軒下の部分といい非常にシックな感じがします。アロヨ大統領は性格はどうであれ、こういう趣味はいいですからね(少なくともイメルダ夫人とか鳩山夫人なんかよりはずっと)。

フランシス・"チズ"・エスクデロがNPC離脱−金の切れ目が縁の切れ目

エスクデロって、顔はいかにもリベラルな感じの政治家で、今までダンディン・コファンコとつるんでたこと自体が摩訶不思議だったとも言えなくもないんですが、やはりチズのNPC離脱はそれなりにインパクトがあったようです。

なんといってもエスクデロは2010年(副)大統領選挙の依然有力な候補の一人ですし、年齢からいっても「次の次」を狙うフィリピンを代表する政治家の一人ですから、その彼が今月末に迫った大統領選へのエントリーを前に政党を飛び出るこということはそれなりに注目されますね。

エスクデロとコファンコの間がぎくしゃくしたは、前回2004年の大統領選挙の時からのようですが(コファンコがアロヨ支持、エスクデロはポー支持だったようだ)、今回、エスクデロがNPC離脱を決めた理由は、どうやらこのあたり(↓)。

ダンディンとしては、エスクデロが次世代を担う政治家であることは間違いないと感じつつも、エスクデロが(副)大統領として当選する可能性は低く、ならば人気の高いノイノイか、ラカス公認の甥のギボに金をつぎ込みたい、ということなのでしょう(ダンディンはせいぜいあと５、６年の命、エスクデロまで待てない)。

フィリピンでは政党の存在感がどれくらい重要かはよくわかりませんが、エスクデロがこれから一匹狼で生きていくことは難しいでしょう(金持ちじゃなさそうだし)。ありえそうな選択肢としてはヴィリャールのナショナリスタ党に加わるか、渡辺喜美みたいに「みんなの党」を旗揚げするくらいでしょうかね。

フィリピンはきのうで有権者登録が締め切られたそうです。さてさて皆さんの奥さん、恋人はきちんと有権者登録がお済みですか？


  

今度はSMが参戦、いよいよ最終幕を迎えそうなメラルコ争奪戦

一昨年くらいまではフィリピンの企業について財務諸表を読んだりしてかなり自分なりに知識を深めたつもりでしたが、最近は少々ご無沙汰でした。

メラルコの最近の経営状況を知るには、NNAのこの記事あたりが有用でしょうかね(今年５月のもの)。

配電大手メラルコ、トロイカ経営体制へ［公益］ [NNA]

NNAの記事によると、長年オーナーとして君臨してきたロペス会長(グループ)の持株比率は現在、わずか13％にまで低下。

これに対して筆頭株主のサン・ミゲルは37％。

この状況に危機感を抱いたロペス会長が救いの手を求めたのがPLDT・・・かどうかはわかりませんが、電線の共有(？)などで事業のシナジー効果の高いPLDTに自社株30％を持ってもらい、メラルコは現在、かろうじてサン･ミゲルの主導権を抑えロペス・グループがなんとか経営を仕切っているという格好のようです。

しかし、そこに楔をうちこもうとしているのがサン・ミゲルとマブダチの関係にあるSMのヘンリー・シー・ジュニア(SMは娘のテレシタ・シーがトップかと思ったら息子もいたんですね)。

SMはロペス・グループの保有している13％のメラルコ株を６割り増しのプレミア価格で直接買取ろう、ということのようです。これでサン・ミゲルのメラルコ支配をバックアップする腹づもりなのでしょう。

しかし市場での公開買い付けならともかく、堂々と本丸のオーナー株を買取ろうとは、それだけロペス・グループの経営の土台が揺らいでいる証拠なんでしょうか。

それはそうと、メラルコの経営権がどこになろうととりあえずわれわれ一般市民には関係のないことですが、サン･ミゲルにしろPLDTにしろSMにしろ、こんなマネー・ゲームに金をつぎ込むより、もっと自分たちの企業の足元を見てインフラ整備＆サービス向上に努めて欲しいところです。金が余ってんだったらもっと設備投資に向けろ、ちゅーの。  

ロハス夫妻(マルとコリーナ)、ハネムーンは日本だった！

きのう、日本に着いたようです。夫妻の行動は逐次twitterにて報告されている模様。昨晩は恵比寿の博多一風堂でラーメンを食し、ジャズ(どこでしょうね？)に聞き入ったとか。

さらに今日はそばを。。ロハス夫妻は麺好き？

奥さんのコリーナはパチンコをやった・・とも書いてあります。上院議員はどうやら咳が止まらないようで、もしかして日本のおみやげは新型インフルエンザだったして？

レイモンド・レッド監督リターンズ「マニラ・スカイ」−東京国際映画祭出品

もう10日前の話のようですが、東京国際映画祭のコンペにフィリピンの映画監督レイモンド・レッド監督の作品「マニラ・スカイ」が出品されたとのこと。

レイモンド・レッド監督は1965年生まれ。すでに1990年代から「バヤニ(BAYANI)、「サカイ(SAKAY)」などの長編を撮り、2000年には短編「アニーノ(Anino)」でカンヌ・パルムドール。

今回の「マニラ・スカイ」はレッド監督13年ぶりとなる短編。今年カンヌで監督賞を受賞したブリランテ・メンドーサ監督といい、にわかにフィリピン映画界が活気づいてきた？

※メンドーサ監督のカンヌ作品「キナタイ」もそうですが、「マニラ・スカイ」もテーマの根底にあるのはやはり貧困。レッド監督も公開記者会見で述べている通り、フィリピン社会を考えるとき貧困の問題は避けては通れない問題ですが、実はもう少し違った切り口の作品も期待したいところです(わかりやすくいうとかつて大ヒットした「ニューシネマパラダイス」風みたいな)。

台風21号、30日夜にもマニラを直撃か

PAGASAとハワイにある米軍のJoint Typhoon Warning Center(合同台風警報センター)、それから日本の気象庁と、わざわざ３つの機関の発表している台風の進路図(←)をここぞとばかり掲載するあたり、いかにPAGASAの予想がふだんからあてにされていないかの証明のような気もしますが。。。

ともあれ台風21号(フィリピン名サンティ、国際名ミリネ)がフィリピンの首都マニラを直撃するのはほぼ確実な様子。明日(30日)夜からあさって(31日)にかけてルソン島全域は要警戒です。

フィリピンは順位を落として９位−世界経済フォーラムの「ジェンダー・ギャップ・ランキング」

ここ数年、フィリピンはずっとベスト５に入っていたと思ったんですが、今年(2009年)はベスト10圏外すれすれの９位に転落。世界経済フォーラムの発表した「ジェンダー・ギャップ・ランキング」。フィリピンの成績不振の原因は何なのか良くわかりませんが、ベスト10を挙げると次の通り。

２位　フィンランド
３位　ノルウェイ
４位　スウェーデン
５位　ニュージーランド
６位　南アフリカ
７位　デンマーク
８位　アイルランド
９位　フィリピン
10位　レソト

去年まで見かけなかった南アフリカやレソトなんて名前が出ているのがなんとなく腑に落ちませんが、となるとフィリピンの順位低下は成績不振(？)によるものよりも、こういった「新興国」が圏外からの一気にランクインしたことに原因がありそうです。

ところであまりフィリピンに縁のない人から見ると、なぜフィリピンのような発展途上国が「ジェンダー・ギャップ」のない国として北欧の先進諸国と肩を並べているのか不思議に思う人も多いかもしれませんが、フィリピンで生活している人にとってはこの順位も激しくうなづけるところでしょう。

一般的に東南アジアの国々は双系社会(男系とか女系とか父系とかは母系とかいう意味で男女平等ということらしい)と言われているようですが、インドネシア、マレーシアのようなイスラム諸国と違ってフィリピンがキリスト教国であったこと、あるいは20世紀初頭より一貫してアメリカの影響が強かったことなども女性の社会進出がこれだけ進んだことの一因ではないかと思われます。

確かに身近なところを見渡すと、某電話会社の支店長も女性だし、市役所の管理職も半分以上が女性(マジよ)。学校の校長先生はもちろん女性、お医者さんも半分が女性(３分の１くらいか、でも女医さんはホント多い)、女性弁護士も珍しくないですし、会計士はもっと多いことでしょう。フィリピン版ウェストポイントもついに女子学生が首席をとるまでになりました。民間企業でも、少なくとも日本企業のような一般職、総合職という「色分け」はフィリピンの企業にはないのではないでしょうか。

ただフィリピンがこういうランキングでジェンダー・ギャップのない国としてトップクラスにランクされていてとても違和感を覚えるのは、フィリピン社会では女性が活躍している、というよりは男どもがふがいないという印象が強いから。ライオンの群れじゃないけど、メスが働いて、オスはいつもぐうぐう昼寝してるのがフィリピンのイメージ。かといってライオンのオスのように百獣の王としての威厳がフィリピンの男にあるはずもなく、奥さんが一生懸命働いて、仕事のない亭主は家でヘラヘラしてるような家庭が多いですからね。ま、ヒモになりたい男はフィリピーナを妻にするといいかもしれませんが。爆。

※フィリピンで唯一女性の進出が遅れていると思われるのが政界。現職の大統領が女性の国でこれは意外かもしれませんが、フィリピンの政界は日本のやくざ社会以上に血なまぐさいところ。権力闘争の末の暗殺事件なんかが頻発していては女性の政界進出は進まないかもしれませんね。それでも日本よりは進んでると思うけど。



-Saadia Zahidi, Co-author of Gender Gap Report to 2009 and also head of the World Economic  Forum's Woman Gender's Parity Program. What is the results of this year's Global Gender Gap Report?

Well, out of the 134 countries that we are recovering this year, Iceland comes up as No.1. The Scandinavian countries yet again occupied the top 4 positions in the rankings. South Africa made a lot of gains actually made it the top 10 for the first time in the four years and even producing this report. The Philippines is another notable countries within the top 10, the highest Asian country in the rankings as No.9 this year. At the very bottom of the rankings we have countries such as Chad, Saudi Arabia and Yemen which is No 134 at very bottom of the rankings.

What's really interesting is what we can say about global category as the form, so index we are looking at education, health, economic participation and political empowerment. And what we are able to see the world as the form is over 95% of health gaps has closed, about 92% of education gaps, only about 60% of economic gaps and about 16% of political empowerment gaps.

If we take a look at No.1 country in the world, we can see that Iceland has not only completely close gaps on the health and education but has closed 75% of the economic participation gaps and about 60% of the political empowerment gap, so certainly on the highest ranking country in the world determines how about it's using the female human capital is available.

If you look at the very bottom in the rankings, Yemen is at 134 and only about 60% of the education gap has been closed, only about 20% of the economic participation and actually for political empowerment only about 100% of the gap has been closed.

-So, what does the ranking actually measure and how?

Basically what we are trying to look at is regardless of the income level of particular country, regardless of how many over all resources are available. How equitably are those resources being divided between women and men.

-And what impact has the financial crisis had on the gaps between women and men?

Basically at the moment, there is no global data available that can tell us that date is not quite as resent yet. However, what we can say and I think that something that clear the ??? all the times, if we going to meet rapid economic recovery, women and girls are continue to make one half of the human resources of the world. And it will be absolutely imperative into the global economy if we are going to make the recovery.  

マヌエル・ロハスとコリーナ・サンチェスがとうとう結婚

思わぬ伏兵が現れてその構想(？)はおじゃんになりましたが、本来ならマル・ロハスの2010年大統領選へ向けての派手な宣伝も兼ねる結婚式となったはずだったかと。

ロハス上院議員はすでに52歳だったんですね。コリーナ・サンチェスと同い年くらいかと思っていました。そのコリーナは真矢みきと同い年。

ロハスは20代の頃はずっとニューヨークの投資銀行で働いていたようです。それが父親の地盤を継いでカピスの下院議員をしていた弟(たぶん)が35歳で急逝したのを機にアメリカからフィリピンにもどって政治家になったとか。

早世した弟に子どもがいたのかどうかわかりませんが、フィリピン政治史で常に輝きを放ってきたロハスの家名も彼の代で途絶えるかも？？ま、世襲のボンボンばかりのフィリピン政界ではそりゃウェルカムウェルカムかもしれませんが。
